LONDON — Ricardo Certification has been appointed Independent Safety Assessor (ISA) for the upcoming transformation of rail transportation in the Greater Toronto and Hamilton Area (GTHA), Ontario, Canada.

As ISA, Ricardo will provide an independent review of the program’s security documentation during its design phase, ensuring that it is fully compliant with relevant standards. Completing these assessments at this early stage will reduce the risk of delays or costly remedial work during the construction, installation and testing phases. The role was awarded by Metrolinx, a Crown agency of the Government of Ontario that is responsible for GO Transit, the regional rail and bus service network in the GTHA.

GO Transit’s rail network consists of seven lines operating out of Toronto’s Union Station, served by an aging fleet powered by diesel locomotives. Infrastructure constraints imposed a variable schedule across the entire network, with traffic oriented towards peak hours. However, the number of rail passengers on GO Transit has grown steadily over the past few years: in 2020, the system carried more than 57 million passengers per year.

A rail upgrade program, “GO Expansion”, will provide faster and more frequent service using modern electric rolling stock. The program also includes new tracks, signaling and more than 650 km of electrification. The result will be a significant increase in services from 3,500 (2019) trains per week to over 10,000, with services running at least every 15 minutes. The new fleet should enable a 50% reduction in operating costs per km.

As an appointed ISA, Ricardo’s teams will support the program throughout the design phase to assess whether Metrolinx and ONxpress Transportation Partners have developed relevant safety documentation – including system definition, system safety and safety record – in full compliance with standards such as the Canadian Risk Assessment and Assessment Method, and EN50126, the international standard for the specification and demonstration of reliability, availability, maintainability and safety (RAMS) for railway applications.
